I'm going to go ahead and. 00:00:02
Call this meeting to order. 00:00:08
We start with the Pledge of Allegiance, followed with a moment of prayer or reflection. 00:00:09
The United States of America. 00:00:17
And to the Republic for which it stands. 00:00:21
One Nation. 00:00:24
Under God. 00:00:26
Indivisible. 00:00:27
Liberty problem. 00:00:28
Please call the roll. 00:00:42
Pat Westward Blunt. Here's Frederi Ward 2. 00:00:43
You're really worth 3. 00:00:47
Absent Gabriel, Council president. 00:00:52
Here. 00:00:57
Mayor Forthover, I'm here. Amy Hendricks, Finance Director, President Tony Valeria, Service Director. Chris Howard. 00:00:58
City engineer here. Susan Anderson, law director here. 00:01:05
Thank you. 00:01:10
Next, can we entertain a motion to approve the minutes from our? 00:01:11
June 2nd meeting. 00:01:14
Without, unless there's any additions or corrections. 00:01:16
So please call the roll. 00:01:18
Worley. 00:01:26
Lucas, Yes. Gabriel, yes. Motion, thank you. 00:01:28
Tonight under open to the audience we have. 00:01:32
Three folks signed in. 00:01:34
And Mr. Birkin's your first. 00:01:36
Please come forward name and address if you would, Sir. 00:01:39
408 Park Drive. 00:01:44
Surely new residents remembering who didn't that address in October. 00:01:47
I was an active. 00:01:53
I do have a concern about. 00:01:55
Combination of speed. 00:02:02
Carrier on liberty. 00:02:06
Between. 00:02:10
Material Doc and the bridge on the horse side of the road. 00:02:11
There are so many people. 00:02:15
Included who are Walker sweathers as baby strollers? There's pets. 00:02:18
There's kids. 00:02:23
Shoulder bicycles there. 00:02:24
But I don't know if you folks have really noticed the. 00:02:27
The propensity for. 00:02:30
Higher speeds as well as no barrier. 00:02:31
You have. 00:02:36
From Park Dr. where the old Huggies was, to the fridge. 00:02:37
You have very little for yes. 00:02:41
Two lanes going in that direction. 00:02:43
Quite honestly. 00:02:45
I feel like this is a tragedy waiting to happen. 00:02:47
In this in this little resort time. 00:02:50
It's going to really present itself, I think. 00:02:53
In June, July and August, when the population. 00:02:56
Increases. 00:03:01
I think it's a very simple solution. I talked to several people. 00:03:03
Ended up actually referring me to you folks. 00:03:07
We want to to set this but. 00:03:11
1. 00:03:14
But I think there there can easily be a traffic calming situation. 00:03:14
From the traffic. 00:03:19
The Dirty guy to the to the bridge by converting to one lane at that point in time to prove that. 00:03:21
Area there because there's no guardrail on that sidewalk. 00:03:26
And you have a wide expense of the entrance that you brought us from both Quaker State. 00:03:30
And the hug Puggies. 00:03:36
You know, where there's a driver, there's zero involvement. 00:03:37
Life here is somebody traveling 50 miles an hour and. 00:03:40
I'm sure as I see this all the time, I'm not there every day. 00:03:44
People driving fast when we have a cell phone. 00:03:49
You know, a vehicle entertainment issue going there. 00:03:53
And somebody. 00:03:56
Years off, there's nothing to stop it. 00:03:57
Nothing to stop. There's no carrier. 00:04:00
As we come into town. 00:04:02
Obviously after the bridge. 00:04:03
We have a sidewalk that. 00:04:06
There is a gap, a grass gap there, right? Gives us a little bit of time as a pedestrian, you know, to be. 00:04:07
Responsive. It won't have to. 00:04:13
In that area from park rides in the bridge. 00:04:16
So I really would like to suggest that we. 00:04:19
I spoke with Jackie Graham in the Police Department. He mentioned the. 00:04:23
Eight that can. 00:04:28
Actually track, you know, obviously the number of vehicles and speeds of which you know they're going down liberty there. 00:04:30
But in my 4 years I have never seen. 00:04:36
A cruiser stop anybody in that expansive. 00:04:39
Of the road, and we are. 00:04:43
Just keep it in mind we're less than 1/2. 00:04:45
Mile away from the city. 00:04:48
Center of this wonderful little community. 00:04:50
At that point in time. 00:04:52
And we have we have two lanes of traffic. 00:04:54
That fast so. 00:04:58
Again, my my mantra here, this is an accident waiting to happen. 00:05:00
Appreciate your. 00:05:05
Consideration and. 00:05:07
You know what the what the situation is right there. 00:05:08
I'd be happy to take any questions you might have a win. 00:05:13
In case we think, Sir. 00:05:17
OK. Thank you. 00:05:19
Next up we have Mr. Joseph Jones. 00:05:22
Name and address please. 00:05:26
Jones, 21896 Road. I'm actually here on the end. 00:05:31
She was on Shady Lake. 00:05:36
In the color set, she's actually a lady that you guys are probably. 00:05:37
Discussing. 00:05:41
Last week. 00:05:42
On her house is there's, I think there's three or four houses on the cul-de-sac. 00:05:44
And, umm. 00:05:50
Her house is. 00:05:51
Next door house assistance of the Center. 00:05:54
And then there's a fire hydrant. 00:05:56
At the end of their driveway, about 5 and a half six feet off. 00:05:58
And the problem is, is that those cars continually parking there. 00:06:02
Lying in it's a small cul-de-sac. It's not that big, so to get an emergency vehicle in there would be challenging. To get to would 00:06:05
be damn near impossible. 00:06:09
There's that many people. 00:06:14
Heart along that cul-de-sac. 00:06:16
I don't know if the situation was presented to you guys as accurately as it actually is. 00:06:18
If you I don't know if there's pictures presented to you, but if you take a look. 00:06:24
At the cul-de-sac, when you take a look at the house that is in front. 00:06:27
There is a fire hydrant. 00:06:30
And my aunt has showed me some pictures. I can send it to you in an e-mail. 00:06:33
Of people hard in front of the cul-de-sac and. 00:06:37
I don't think there's any need to legislate or anything, it's just I think there's. 00:06:40
Ordinances on the books about fire hydrants that probably just need to be. 00:06:45
Enforced, or maybe even. 00:06:49
Let the homeowners know that, you know, you can't really park in front of anywhere in front of this hydrant because it's gonna pee 00:06:51
people. 00:06:54
I don't know how many feet you gotta give them. 00:06:57
From a hybrid for them to get in. 00:07:00
But their driveway is 5 feet from the higher end. 00:07:02
And it's around a curved. 00:07:05
Cul-de-sac so as. 00:07:07
Their driveway starts off. 00:07:09
Of sort of hill. 00:07:12
You go over to the left and there's the higher there about 5 feet, so. 00:07:14
It's a tight squeeze of an emergency vehicle tries to get in there. 00:07:17
And there's somebody parked there and it's emergency. There's probably gonna have to bust through the. 00:07:22
The windows are doing whatever they got to do so. 00:07:26
That that's the issue is I went out there too. I drove out there on my bike. 00:07:29
Look at it and it is how she said, how she said it's not. 00:07:32
That far off? 00:07:37
Just wanted to educate. 00:07:37
Everybody and let you guys know. 00:07:39
There's anyone else let Gary know he's not here. 00:07:42
Today and probably. 00:07:44
Heart of mind but as well. 00:07:46
Thank you. Thank you. We appreciate it. 00:07:50
Next up, Alec. 00:07:53
I'm sorry, Donna, what is it? Thank you. Please confirm the name and address if you would, Sir. 00:07:55
Good evening. Thank you, Alec. On the 3927 around Station Rd. 00:08:01
Have a couple of questions in the comment. 00:08:07
My understanding is this is having an oxy. 00:08:10
For vehicles that they are going to. 00:08:13
Police cars, whatever have you or it hasn't happened, I don't know. 00:08:15
Whichever the case. 00:08:20
My question is. 00:08:21
We're in those proceeds. 00:08:23
Do they go into a capital fund? 00:08:25
Could be used for future purchases of vehicles. 00:08:28
Yeah, IE police cruisers. 00:08:31
Or say you said you need some. 00:08:33
You pick up truck. 00:08:36
Or does this money just get dumped into general fund work and we spend Willy nilly on anything anybody wants to? 00:08:38
That's my question. 00:08:45
So so. 00:08:47
We will get a reply to you no problem. 00:08:49
And so that is it. 00:08:53
Oh, we have signed up for open to the audience under response to the audience. Amy, would you like to address that question? 00:08:55
I can. 00:09:01
It's not something that we need to research. 00:09:02
That number one, we usually don't spend Willy nilly. 00:09:05
But we will get back to you, Sir. Yeah, I'm sorry. You know, I don't mean I. 00:09:10
Didn't give you any time to look at anything. 00:09:13
From the police auction. 00:09:17
Are we track what fun? 00:09:19
That the assets that were sold. 00:09:21
From were originally paid for. 00:09:24
And then that would go back in, say there's something. 00:09:26
Fire department or streets or water? 00:09:29
Police, that type of thing. 00:09:32
OK. Thank you. 00:09:35
And her correspondence team. 00:09:37
We have just the one letter. 00:09:39
Okay. 00:09:41
Now this is without glasses, bear with me. 00:09:44
We have a letter from a resident. 00:09:47
Bar Ramirez. 00:09:50
She asked that can someone tell her why she's forced to pay $11.00 to the EPA per month? 00:09:52
When they are not protecting our environment at all. 00:09:58
Our federal government has been spraying literally tons of nano aluminum barium. 00:10:01
And 20 plus other toxins in our skies on a daily basis. 00:10:08
Aluminum alone. 00:10:13
Is a cause of Alzheimer's and dementia. 00:10:15
And know that it does mention Nasas fake sun. 00:10:18
Maybe he doesn't know about it, but. 00:10:23
Why our ozone layer is being destroyed along with these sprays, which is likely contributing. 00:10:25
That takes sun is also why we are being exposed. 00:10:31
100 times more radiation than what is normal. 00:10:35
And again, that's so. 00:10:38
Basic question is why is the $11.00 fee? 00:10:40
Going towards EPA, she doesn't feel just under the conditions that she listens. 00:10:44
So with that. 00:10:50
I'm going to move on the President Council report. The only thing I would like to say this evening, I'd like to thank our safety 00:10:52
forces. 00:10:55
Our street crews, Parks Department and justice, a lot of volunteers. I was able to. 00:10:59
Go down to the Fish festival and. 00:11:04
Just like every year, we enjoyed it despite the weather making it somewhat soggy, so I'm grateful to. 00:11:07
Everybody participated, a lot of folks on their own time. 00:11:12
I thank them for that. So we'll move on to the committee report, starting with Councilman Lucas. 00:11:15
OK, my name is Mary. 00:11:20
Regular Hendricks reported on House Bill 335 relative to the states budget bill. 00:11:24
There's a provision within it called. 00:11:31
Property tax relief now acts. 00:11:34
There's quite a bit of detail. 00:11:36
Within that report. 00:11:39
So I would encourage everyone to go to the city website. 00:11:40
And the Finance Committee minutes of June. 00:11:44
That's all I had on that report. 00:11:49
Any questions, discussion. 00:11:52
OK. Thank you. 00:11:55
Next would be the Historic Design Review Board met on June 4th. 00:11:57
There were a couple of items on the agenda. 00:12:03
Three of those involve roofing. 00:12:06
Roofing. 00:12:10
Yes, those were all approved. And then there was a. 00:12:12
11. 00:12:17
Here on the street, a Stonewall. 00:12:19
And they also. 00:12:21
Received approval for that. 00:12:24
And that's all. 00:12:31
From the minutes of June 4th. 00:12:32
Any any questions? Any questions? 00:12:36
All right. Very. The next meeting was at 7:00 on June 4th. That was the Municipal Planning Commission and it was very likely 00:12:39
discussion. 00:12:43
Relatives of his own. 00:12:48
Regulation discussion, which is now open up. 00:12:49
And. 00:12:52
The Commission has. 00:12:54
Will the guidance with respect to. 00:12:56
What is the administration's position relative to cultivation and. 00:12:58
Stateroom. So those were. 00:13:03
Shared with the. 00:13:06
Commission and they came to the conclusion of moving it forward to Council. 00:13:08
There there are two. 00:13:15
Areas were. 00:13:17
That would cast 5 to 0. 00:13:18
Were for cultivation. It's the only in zone I2. 00:13:22
And for? 00:13:30
Dispensaries it would be. 00:13:32
Relative relegated to potentially a new zoning. 00:13:35
Which would be a combination of. 00:13:40
Three and this new zone will be called B5, which would then include. 00:13:42
That the cannabis. 00:13:47
History Distribution. 00:13:51
So. 00:13:54
So that's what it was. Left that group 5 to 0 as well. 00:13:55
And that would be. 00:13:59
From the bridge on Liberty Ave. 00:14:02
Just past the. 00:14:05
Car wash. 00:14:08
East and that would be that new B5 area. 00:14:09
That was all that was discussed there is now in our lives. 00:14:15
Any discussion? 00:14:20
Relative to that. 00:14:21
They extend all the way to. 00:14:23
The end of town on the east side. 00:14:25
Go from from that bridge all the way to Balmoral Rd. and then the I2 is primarily a little bit West. 00:14:27
Bombers outside of the Lorraine. 00:14:34
So. So that would be where they could. 00:14:39
Road the cell would be I mean you and the three. 00:14:43
New zoning for B5? 00:14:49
Is is discussed? What time? 00:14:52
Just to clarify anything that is B3 currently. 00:14:54
East of the bridge with. 00:14:58
Go over to the Vietnam. 00:15:00
So I don't think we'll go all the way to the farm. I would just be. 00:15:02
Anything. 00:15:05
And that was. 00:15:09
My concern? Let me get a dispensary open up next to Roger. 00:15:10
Technically, is there any other restrictions that we're going to be in place? 00:15:15
Thank you kid carried away this evening and this work. This topic isn't actually. 00:15:21
He's reporting on the minutes of what was discussed. So that's, yeah, that's not for those topics discussed. 00:15:26
Were those well there was that is coming before us. So all that we discussed that either streets, buildings or legislative, I 00:15:32
assume legislative moving forward. So we'll we'll we'll have that length discussions there. 00:15:38
Verses here. 00:15:45
OK. Thank you so much. 00:15:48
Councilman Worley. 00:15:50
Health and safety net last Monday. You can see the full minutes on the city's website. 00:15:51
That's my report for election safety. 00:15:58
Anything and then I have no report for Vermont Commission. 00:16:01
Next meeting will be. 00:16:05
Next month? Sorry. That was the third meeting we had this month. 00:16:06
I'll have a chance to tell us when that meeting is before that. 00:16:11
OK, perfect. Thank you so much. 00:16:15
Mr. House, not here this evening on streets, buildings, ground we had. 00:16:18
2 topics. 00:16:22
On a ***** was he called a cul-de-sac A referenced earlier by Mr. Jones and it was discussed and the chief of police after it was 00:16:23
pointed out to him that they felt there were violations of parking in front of fire hydrants. 00:16:29
He did encourage people to call if they felt there was an issue there. 00:16:35
And he also mentioned that. 00:16:39
With the fire chiefs present. 00:16:42
They mentioned that any cars that were in front of hybrid. 00:16:43
Park and if there was an incident that they may meet an untimely. 00:16:46
Damage as far as hoses getting put through the windows and things of that nature. So I would recommend everybody not park in front 00:16:51
of a hydrant, cul-de-sac or elsewhere for that man. 00:16:55
Also, we had a brief discussion on streets, on the streets that we are currently engaged in. 00:17:00
Engineering design services. 00:17:07
Are out or planned View and Brownholm Station Those we will not be able to complete this year. 00:17:09
But however, Councilman Drew did ask. 00:17:15
If both Larchmont and nautical or unslayed and. 00:17:18
Engineer. 00:17:22
Firm that they were, indeed. 00:17:24
Out forbids and those who are hopeful we can get to this year yet. 00:17:26
And then resident Homer Taft encouraged us. 00:17:30
To do a broad sleeping. 00:17:33
Review of not only the condition of the streets overall, but of the utilities underneath those as well. 00:17:35
And with that, that was all we had on the streets. 00:17:42
Agenda I did not was not able to attend the Planning Commission, although I did read the minutes from it. 00:17:45
Planning. I'm sorry. 00:17:51
My correction the. 00:17:52
I'm just looking at my computer, but yeah, I did not attend the Port Authority meeting due to a conflict. 00:17:54
But I did read the minutes from it and they the signs were encouraging at all the properties except for the ramp. The funding is 00:17:59
up. 00:18:03
And the only problem with the ramp was weather. 00:18:06
Some of that was weather related. 00:18:09
The fishing has been extremely well the. 00:18:12
Project down to garbage is if not near completed it is as close as you can get to complete. So encourage people to go view that. 00:18:14
There's again a brief discussion on logs in the river or something that's been happening. 00:18:22
All 34 years that I've worked on the river and. 00:18:26
We'll probably be discussing that. 00:18:29
Years from now after I'm gone, so. 00:18:31
To no avail. 00:18:34
But they are looking for grants or money. 00:18:35
To get assistance with the removal and disposal of those materials that do come down South. Hopefully they'll be successful in the 00:18:38
adventure. 00:18:41
And with that, I will move on to Councilman West. 00:18:45
OK, Main Street reports. 00:18:49
The meeting was on. 00:18:52
The 5th of this month and there. 00:18:53
Planning for the market in the park already and they are making up new signs for town. 00:18:57
I love this little, little grip anyway. They also received an award from the Ohio Senate. 00:19:03
Outstanding achievement. 00:19:09
And we had to meet rigorous standards. 00:19:10
Various programs and strong private partnerships for local businesses. 00:19:13
And so I'm just so eligible. 00:19:18
Next. 00:19:20
That concludes your report. Yes, that concludes. Thank you. I appreciate it. 00:19:24
Councilman Drew. 00:19:27
Utilities man on June 9th and the only discussion that. 00:19:28
That we had was about the contractor responsibilities with the. 00:19:32
Wiring wrap around telephone poles and really the sloppiness of even our beautiful city. 00:19:37
So I'm hoping that. 00:19:43
There were some recommendations to the administration to try to either reach out to. 00:19:46
Probably the two culprits, spectrum and the other. 00:19:50
Internet provider here in town and then maybe even. 00:19:54
Send something off to. 00:19:58
Utility commission's state Ohio so. 00:20:00
I'll wait for the administration that report back on that. 00:20:03
That's it. 00:20:07
Thank you. Any questions? 00:20:07
OK, Thank you. Moving right along, we have the Mayor slash safety project. 00:20:10
Thank you, Council President. I don't want to duplicate with. 00:20:13
Council president is reported, but I would say I could. 00:20:16
Every every day of the fish festival and it was really logistical achievement, as it always is. 00:20:21
Despite the weather. 00:20:27
All events happen. 00:20:28
And even the fireworks. 00:20:31
On a rainy night. 00:20:33
We're almost ready. Boat parade. Father's Day parade. 00:20:34
Bands perform all came off and it was surprisingly well attended. 00:20:38
Considering the challenge. 00:20:43
So yeah, my hats off to the Chamber of Commerce Executive Director Sandy Co. 00:20:46
And all those many volunteers that you met. 00:20:50
There was a. 00:20:53
Great job and a Monday morning it's almost like nothing happened. 00:20:54
Clean as it was. 00:20:58
Any questions for any? 00:21:00
Thank you. 00:21:03
Moving along the service truck. 00:21:04
Thank you, Mr. President. 00:21:06
I'm happy to report that the city. 00:21:08
Was awarded a grant for the Vermillion Rd. 00:21:10
Reconstruction phase 4B project. 00:21:13

Thank you. Any questions for the service director? 00:22:34
That's incredible. That's awesome news. Thank you. 00:22:38
Next up, we have the Finance Director. 00:22:41
Doctor Hendrick. 00:22:43
Thank you, Councilman Gabriel. 00:22:44
This evening you have on the agenda. 00:22:47
Appropriation modifications for 2025. Those were submitted again on. 00:22:50
June 11th by e-mail and I would like to ask that the. 00:22:57
Rules be suspended so those can be passed this evening so we can get moving on a couple of of those. 00:23:01
Items rather than. 00:23:08
To wait till the middle of July. 00:23:11
Also, auditors are on site this week. They have an. 00:23:12
The completed financial statements for 2024. 00:23:17
And very. 00:23:21
Came in with their list of items they wanted to start doing testing on and their. 00:23:23
There three of them, they're working hard today so. 00:23:28
We are almost outnumbered by We had some someone requesting information for each one of that said that you would say. 00:23:31
So, but that is going well and it's going smoothly. 00:23:38
And thank you. Any questions for the finance record? 00:23:42
OK, move my lawn, City engineers report. 00:23:48
Mr. 00:23:51
Thank you, Council President, a couple of pages. Council on construction projects. 00:23:52
On the brilliant release answers your. 00:23:56
Contract is currently in Edgewater, Hummel. 00:23:59
Pavement milling started today. 00:24:05
Roland Aldridge. 00:24:07
Tomorrow they'll be working on a base repairs around it. 00:24:10
And then on Wednesday wasn't permitting. 00:24:14
And we'll be placing the aviated asphalt of those 3 streets. 00:24:16
Along with certain mailing of Woodbridge. 00:24:20
There, we can put progress on that. This is just near me. 00:24:27
And we have pre construction meeting for Edgewater or water level. 00:24:33
The contract is heavily scheduled to start July 7th. 00:24:38
That project working from role in the piece. 00:24:42
Thank you. 00:24:48
Any question, but did you say July 7th of day one? 00:24:49
And then? 00:24:54
How far into the water is going to be in the right way? 00:24:56
Yes. So how far it means? What is the point? 00:25:00
Is it 4 feet in? 00:25:04
Right away. 00:25:09
Yes. 00:25:13
Existing Parliament service goes by and I'm not that I don't ask that question. 00:25:16
And then the intermediate will be. 00:25:26
For trust. 00:25:29
So there's going to be no change in the flow of traffic down there. 00:25:31
Any other questions? 00:25:39
OK. Thank you, Mr. Howard. 00:25:41
Next up we have the law director. 00:25:43
Thank you, Council President. I don't have a report, but I would just make a recommendation that once Council determines how I 00:25:46
would like to proceed with the cannabis regulations that I review it for legal compliance. 00:25:51
And almost certainly what happened. 00:25:57
Yeah, that's going to be a big. 00:26:02
A big step, so I appreciate it. 00:26:04
OK. We don't have anything under old business. 00:26:07
Under new business, I would like us at the end of this meeting to. 00:26:09
Adjourn into executive session. 00:26:14
To discuss. 00:26:16
Personnel matters to do with employee compensation. 00:26:18
And with that, we will begin the reading of the ordinances starting with. 00:26:23
Oh yeah, let's make a motion. I'm skipping that. 00:26:27
Get in the orders. 00:26:32
Be so, I would entertain a motion to adjourn to executive session. 00:26:34
For personnel matters to include compensation. 00:26:38
Saloon. 00:26:41
My second head. 00:26:43
Please call the roll. 00:26:47
It's true. 00:26:48
Yes. Really. No. 00:26:50
Lucas Yes. Gabriel, yes. Motion. 00:26:52
Thank you. 00:26:55
OK. And we're reading out its ordinances. We have a table for reading. 00:26:57
Like, read that ordinance, then we discuss. 00:27:01
To unstable orders. 00:27:04
Table Third reading Ordinance 202535 and Ordinance amending Chapter 406 of the Codified Ordinances of the City of Romania. 00:27:07
Entitled Traffic Control Map. 00:27:15
And section 406.01 B. 00:27:17
Entitled Established. 00:27:20
OK, then can we have a motion to on table ordinance 2025-35? 00:27:21
I'll actually make that motion. 00:27:29
Second, any discussion? 00:27:32
For the discussion. 00:27:36
We're going to table this and then. 00:27:39
And at that point, we'll vote correct tonight. 00:27:41
Yes, OK. 00:27:44
Really I just have clarification. Was the motion on again on table on table? 00:27:46
Yes. 00:27:51
Lucas, Yes. True. Yes. Gabriel, Yes. Motion. Thank you. 00:27:53
Can we entertain a motion to adopt Ordinance 2025-35? 00:27:58
I'll entertain a motion to his outdoor. Just trying to find Dash 35. 00:28:06
As my motion is there a second? 00:28:10
OK. Any discussion? 00:28:13
I I don't think that. 00:28:17
We need to do this. 00:28:19
Waited out there playing times. As to why I haven't heard really. 00:28:20
Any. Not even. 00:28:24
Decent arguments as to why they should be done, so I'm going to vote now. 00:28:27
You know this really stems and started with one resident. 00:28:33
I'm just was probably having a difficult time. 00:28:38
Getting out of their driveway or their guests work. 00:28:41
We did have a resident. 00:28:43
Who came to the meeting 2 times? 00:28:45
He kind of admitted that he was the person that was parking there. 00:28:48
And he also gave us some assurance that. 00:28:51
That he would be a good neighbor and. 00:28:54
And try to help out. So I think we need to let this thing. 00:28:56
Die and see if. 00:29:00
You know they can sort this out. 00:29:02
Amongst themselves before we start passing legislation. 00:29:04
OK. 00:29:08
The only thing that I would recommend. 00:29:11
You can also paint that curve yellow to denote the 50 feet, but you could put up a. 00:29:13
No parking from here to corner sign. 00:29:17
Like right down the road on Decatur has on Decatur and South screen and you cannot park here but. 00:29:19
Besides that, ultimately changing traffic. 00:29:25
I had an idea before. 00:29:27
Why don't they put some kind of mirrors so this person can get out of their driveway just by looking at a mirror on the pole or 00:29:30
something? 00:29:33
I've seen those before. 00:29:36
I will have to. 00:29:39
Address that with Mr. Valerius along with the. 00:29:41
I do like to sign and curve thing too so. 00:29:43
Yeah, please follow the one. 00:29:45
Drew No. 00:29:48
Quest What are we? 00:29:49
If we're going to actually extend the parking provision. 00:29:52
Quotation from the steps. 00:29:56
Really. 00:30:01
Motion is to adopt, correct? No. 00:30:02
Absolutely not. 00:30:05
OK, no. 00:30:06
Gabriel, no motion fails. OK, thank you. Please continue. 00:30:08
The second reading ordinance 202542. 00:30:12
An important authorizing and directing the Mayor of the City of Vermilion, OH to enter into a contract with Norwalk Concrete 00:30:16
Industry from Norwalk, OH. 00:30:20
For the purchase and partial installation of pre manufactured restrooms. 00:30:24
At Sherry Park. 00:30:28
Authorizing the finance director to make payment in an amount that exceeds $77,460. 00:30:29
And declaring emergencies that will go to the third reading. Please continue. 00:30:36
Second reading ordinance 202543. An artist amending ordinance 2025 Six. Adopted March 3rd, 2025. 00:30:42
Make appropriations for current. 00:30:49
Expenditures and to amend the 2025 Certificate of Estimated Resources for the City of Vermilion, OH. 00:30:52
Thinking Amy said this, what we need disparate compliance. 00:30:58
And can we entertain a motion to suspend the rules on Ordinance 2025, Dash 43? 00:31:03
I'll make that motion. 00:31:09
2nd. 00:31:10
West, Yes. True, Yes. Lucas, Yes. Worley, No. 00:31:14
Gabriel yes. 00:31:18
And we have enough. 00:31:22
Five. I'm afraid that will have to go to a third reading. 00:31:25
And with that. 00:31:30
Meeting dates. 00:31:32
Our July 7th will be meeting this building at six contract if I may. 00:31:33
What's it going to hold up the three weeks difference? 00:31:38
Between now and next meeting. 00:31:40
What's it going to stop? 00:31:42
Well. 00:31:45
Any of these items that. 00:31:46
Someone is trying to submit an order against. 00:31:49
That there's not enough money with this in there. 00:31:52
It's going to stop those. 00:31:55
So do you know that there are some things that. 00:31:57
And you've been doing the crap on the shared part. 00:32:01
The state fees fund 802. 00:32:04
Is had to be increased because of the. 00:32:09
Those are the items. 00:32:13
So what it will mean is the auditors pick this month. 00:32:15
To analyze the appropriations. 00:32:18
We have the potential for a citation. 00:32:21
I don't know reason, I asked them. 00:32:25
I'm I'm wrestling over here because I can bring up another motion to bring it back up the books. I don't want to. 00:32:31
And I definitely want to get in trouble, especially with the state and honors and pay fines I don't have to. 00:32:37
I don't understand. 00:32:43
How they can be pulling money from these accounts if you have to prove this stuff yet? 00:32:44
They're not. 00:32:48
They're not pulling the money yet. 00:32:51
That's the reason. 00:32:52
For it's going to pull those things up. We do have for compliance sake. 00:32:54
Things that. 00:33:00
Just have happened, for example, the natural gas we've already spent in the street. 00:33:01
And the water fund. 00:33:07
Street Finding wastewater fund. 00:33:09
You've already been billed. 00:33:11
For more than we even spent last year. 00:33:13
So those bills are going to run us in the red. 00:33:15
As an example of something that really no one could. 00:33:19
Control over the. 00:33:22
I just don't understand how the three weeks ago make it. 00:33:24
Difference. 00:33:27
And if the auditors checked for compliance? 00:33:29
That's that's why I'm trying to keep us on. 00:33:33
Sure. 00:33:36
A good cat. 00:33:37
What Council wishes to do is up to them. 00:33:38
Yeah, and that's why I. 00:33:41
Help this off. It's going to get to an apartment. They come and they look at this stuff. 00:33:43
They're going to find those four things, and that's a possibility. 00:33:46
They will not find us, but they'll put a citation on. 00:33:49
It doesn't look good. Yes. All right, I'll make a motion to. 00:33:53
Suspend the rules for 202543. 00:33:59
I'll second that. 00:34:02
Very interesting. 00:34:03
OK, let's entertain a motion to reconsider this secondary. 00:34:15
Let you catch up this OK. 00:34:21
I think we need to. 00:34:26
Made the motion. 00:34:28
Can you second? 00:34:31
OK, please, please call the roll. 00:34:33
West, yeah. Early, yes. 00:34:36
Tram, yes. 00:34:38
OK. Yes, Gabriel. Yes, OK. Thank you. 00:34:40
Make a motion to suspend the rules and adopt. 00:34:45
We're next to 2543. 00:34:50
I was thinking that. 00:34:53
Please call the roll. 00:34:55
West is true. Yes. Really. Yes. Lucas. Yes. Gabriel. Yes. 00:34:57
So I'm sorry, Mr. President, so that was a motion to adopt and approve. 00:35:06
OK. So the ordinance is not written as an emergency? 00:35:10
Is it intended to be approved as an emergency, which means it goes into effect immediately? 00:35:13
I thought we were told before it has a happy emergency. 00:35:18
I'm sorry, Yeah, it was in finance director. 00:35:21
Gotcha. Yeah, wasn't the language of the. 00:35:23
So we have it. 00:35:28
OK. 00:35:29
Perfect. OK, once again. 00:35:30
The meeting dates coming up our July 7th, that will be a regular City Council meeting. On July 14th, we will have committee 00:35:32
meetings with legislative, health and safety, finance. 00:35:37
On the 21st we'll have Vermilion City Council meetings and on the 28th will be streets, buildings and grounding utilities. 00:35:42
And with that we are going to recess into executive session. 00:35:49
I don't anticipate. 00:35:54
OK, I'm going to call the City Council meeting back to order. 00:35:57
And with that, we are adjourned. Thank. 00:36:00
Yeah. 00:36:04

As part of the Surface Transportation Block Grant program. 00:21:16
Through the Metropolitan Planning Organization. 00:21:19

And it will also cover nearly 80% of the construction engineering cost. 00:21:28
The project will consist of a full depth. 00:21:33
Pavement replacement. 00:21:36
And the widening of the roadway to provide 11 foot lanes. 00:21:37
With two foot shoulders. 00:21:41
The limits of the project will start at the northerly end. 00:21:43
Of the Vermilion Rd. Phase 4A project. 00:21:46
And continue N for 2125 feet. 00:21:49
Funds for this project will be available in state fiscal year. 00:21:54
2029. 00:21:58
The city was also fortunate enough. 00:22:01
To receive a grant from the Ohio Department of Transportation. 00:22:03
Through the Transportation Alternatives program. 00:22:07
For $362,443. 00:22:10
For the State Routes to School phase three project. 00:22:14
This project will include the installation of new sidewalks. 00:22:17
On the east side of State Street. 00:22:21
From the railroad tracks S Taylor Way Drive. 00:22:23
Funds for this project will be available for. 00:22:27
In the state fiscal year 2026. 00:22:30
Thank. 00:36:00
Yeah. 00:36:04
